(1) ELIGIBLE PLAYERS
All duly registered teams under age 10 and younger (SS 8 v 8) will be allowed
a maximum of 8 loan players and a maximum of 14 on the roster. All teams under
age 11 and older
(11 a side) will be allowed 11 loan players with a maximum of 18 players.

All-Star or Super-Teams are also eligible Every player is required to have
properly laminated USYSA, USSF or FIFA affiliated passes and medical release
forms.
These will be required documents at check-in and must be available at all
matches. Any Southern California player or coach without said documents will
not be allowed participation. Teams outside Southern California may have different
requirements and/or rules of engagement. Every USClub, AYSO, USYSA or FIFA
internationally registered player is eligible.
(II) MATCH TIMES
U/08----U/13, 200 minutes minimum
U/14 & U/15, 240 minutes minimum
U/16----U/19, 280 minutes minimum

Celtic Cup utilizes the maximum # of minutes allowed by law within a 48 hour
period in both January and March. Any match may be shortened due to inclement
weather or loss of daylight.
NOTE: Time may be added at the end of the second half, if in the opinion of
the referee either team exploits the score/result by wasting time, especially
during the final 5 minutes.
(III) MATCHES ENDING IN A DRAW
Preliminary round matches ending in a draw shall remain a draw. Quarter final,
semi final, championship and consolation final matches ending in a draw will
proceed immediately to FIFA - PK's. to determine a winner.
(IV) TOURNAMENT SCORING SYSTEM
3 points = win
1 point = draw
0 point = loss
0 points for goals or shut out victory
Ten team brackets: 4 teams (A), {3 teams (B) vs 3 teams (C)},
1st. of (A) and two highest points of (B-C) plus best wild card team advance
to semi's. Wild card will play new opponent, not his/her club.
Twelve team brackets: The wild-card team will be the best second place team from the three brackets. Seeding will be best 1st. place team versus the wild card team, unless the wild card team is from the same bracket; in which case, the 2nd. best team will play the wild-card team. In bracketing the remaining teams for the fourth match, no team will play a team from its own bracket or club.
(V) STANDING DRAW BREAKERS
In the event of a draw in the standings after the preliminary round matches,
the following method will be used to resolve the draw:
Head to head competition
Goals scored
Goal differential
Shut out victories
FIFA - PK's.
THREE WAY DRAW: For teams ending in a three way draw, the first draw breaker will not be the 'Head-to-Head' draw breaker, unless one team has defeated both of its opponents, then the draw breaker will be 'Goals scored'. If after any draw breaker the teams have been split into three distinct positions, then the teams will be positioned as indicated If only one team has been eliminated either high or low in position, then the remaining two teams will revert back to 'Head to Head' draw breaker and proceed from there to determine the remaining two positions.
(VI) SUBSTITUTION
Unlimited substitution will be allowed on any dead ball
(VII) DISCIPLINE
Any player receiving a RED card shall be ineligible to participate in the
remainder of that match, plus the following match. If a coach is ejected from
a match, he/she will be unable to coach ANY team in the following match. If
the player or coach was ejected for assault then the player or coach shall
be ineligible for the remainder of the tournament and their player card will
be turned over to their respective state association for disposition.
WARNING! REFEREE SIDELINE ABUSE:
Head Coach/Administrator may be dismissed forthwith-forfeit...
All matches will have a 5-minute grace period (unless extended by the Celtic Cup for reason). Failure of a team to appear on time with at least 6 players (8 a side) under age 10 or younger will result in a forfeit. Failure by a team to appear with at least 7 players (11 a side) under age 11 or older will also result in forfeiture.
There will be NO ALCOHOLIC BEVERAGES or DOGS on tournament grounds! Players, coaches and spectators are obliged to display appropriate behaviors during the period of the tournament, both on and off the pitch.
(VIII) INCLEMENT WEATHER, UNEXPECTED TERMINATIONS
In the event of inclement weather, or other force majeure, which the Celtic
Cup deems unsafe for players and/or fields of competition to continue or the
unexpected termination of a match, the following system will be used in determining
a winner:
Matches that have completed at least half the match (half time) 'score stands'.
Matches still in the first half of play will be deemed 'not played'.
Matches for a given day may be may be postponed and played the following day,
if fields and teams are available.
Matches for a given day may be shortened to play remaining assigned matches.
If assigned matches are not playable, standings will be based on either FIFA
- PK's
for the top two points teams or by Celtic Cup committee if FIFA - PK's. aren't
possible.
NOTE: If unexpected termination of play is due to misconduct by one or both
teams, the offending team(s) won't benfit from said termination and shall
be scored 1 - 0 victory for the non offending team (reguardless the score
at termination).
'Refunds' due to cancellation because of inclement weather will be determined
as follows:
Cancellation of all matches 100%, less $100,00 administrative fee
One match completed 67%, after $ 100,00 administrative fee
Two matches completed 33%, after $ 100, 00 administrative fee
Three matches completed 0%
NOTE: 4 matches minimum 3 matches guaranteed
(IX) NO REFUND POLICY: Celtic Cup guarantees entry to every
applicant entered by 'deadline date'; however, there will be no refunds upon
receipt. This policy is enforced because a few teams withdraw without just
cause before, during and after the schedules posting. The 1% of applicants
withdrawing with nonchalance, cause the responsible 99% scheduled tremendous
grief.
Teams applying for lowest flights may be moved to the weekend before or after
their request to ensure equitable bracketing, if this occurs, a personal phone
call will be made to inform said teams.
(X) AWARDS
All participants will receive a tournament pin and program. Trophies will
be awarded to all players and coaches competing in Championship matches; both
teams are obligated to participate in the formal awards cerimony.
(XI) HOME TEAMS
Home team (first listed in the match schedule) shall be on the north or east
sideline - visitor on south or west side of the pitch. Home team shall change
jersey colors in the event of conflict with opponents uniform. Home team shall
provide match ball unless Celtic Cup provides one.
(XII) PROTESTS, FORFEITURES
No protests can or will be accepted! The forfeit one forfeit all rule shall
apply in preliminary matches unless the forfeiture is due to an Administrator
not having the proper credentials.
(XIII) BRACKETING & SWITCHING:
Celtic Cup may switch, promote, demote, teams at any time before the event
to accommodate the best interests of all concerned; 6 team flights will be
created, if necessary, to accommodate equity.
For the good of the game, Celtic Cup provides up to 6 flights/finals per age
group, with equal custom 'Celtic-Cup' trophies for all levels, players, and
coaches.
